English Local Authorities Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a new poll of municipal councils, UK councils are planning to offload community centers, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in the UK stated that 60% of councils are planning to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of public land and land to shore up their budgets, but they argue they must continue to raise vital cash from asset sales or face insolvency.

The group noted that a significant number of councils attempting to generate funds from a fire sale of assets represented “a clear change from 2024, when the majority (six in ten) of municipal officials said they would prioritise service redesigns and using savings to manage growing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in Kent said its property management strategy featured the disposal of a retail complex in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in Worcestershire and Suffolk, which all generate rent for Medway council, will additionally be sold under the strategy.

Council Tax Rises and Wider Financial Pressures

The survey of councils in the coalition, which covers several urban centers, further found that more than 70% of authorities will need to increase council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

The authority said it will press ahead with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and financial savings,” stated Vince Maple.

He added: “There are population challenges which will continue to add to the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities this week also found council budgets being stretched by the increasing figures of children and older individuals requiring special educational assistance.

A network of councils projected that council deficits will hit £4.4bn a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a white paper setting out those changes was recently delayed.

Deprivation and Funding Gaps

According to the latest indices of deprivation (the Index of Multiple Deprivation) for English councils, several participating urban areas were included in the most disadvantaged in the country.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is among the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the worst-off 20% of the nation. The figures underscores the extent of difficulties facing local leaders across key cities in the coming year,” the analysis concluded.

“Local government leaders have been explicit about the necessity for a fair and sustainable funding system that accounts for and addresses the actual extent of disadvantage and need,” said Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the last year, the study found.
